The BSEE OT Cybersecurity Strategy Development Project, managed by RSDC Group, aimed to enhance the cybersecurity posture of the Bureau of Safety and Environmental Enforcement (BSEE) for the Outer Continental Shelf (OCS). RSDC Group developed a comprehensive project management plan (PMP) to support BSEE in meeting their strategic goals through coordination, collaboration, communication, and commitment. This included the creation of a Scope Management Plan, Requirements Management Plan, and a Stakeholder Engagement Plan. Weekly meetings with the Contracting Officer's Representative (COR) were held to share project updates, utilizing established project management principles and tools like the One Page Project Manager.
RSDC Group's team worked diligently, providing project management support and developing the OT cybersecurity strategy. The team conducted extensive research, interviews, and meetings with BSEE and other federal agencies involved in the OCS to identify cybersecurity authorities, roles, and gaps. They interacted weekly with an Integrated Planning Team (IPT) of BSEE stakeholders to share information and solicit feedback. The outcome was a strategy aligned with the National Cybersecurity Strategy, addressing the agency's role in OCS cybersecurity.
Despite challenges such as project manager instability and specific demands from the COR, RSDC Group maintained open communication and adapted to client needs, ensuring no delays in timelines or deliverables. The team's professional composition and responsiveness were highly valued by the client, resulting in a cohesive team that successfully developed the cybersecurity strategy.
